Low level PvP?

Is there any low level PvP happening still?
I wanted to create a new character for this sole purpose, but looking like everyone's recommending 60+...

Save up a lot of gold like 20m then u can pvp :p and dont spend gear on low level you will regret it like me, just PvP at 41 or 48 but try to ask other people about their PvP past.
