Have your non-endgame builds changed since the new update/last contest? I don't see why they would have. A new cap would have nothing to do with your 35 warbird for example.
At any rate, I pick 135 for Range's build.

These are numbers for PvP builds, at the levels mentioned per character. It will not just be the skill build I release, but will also release the stat build and the way to use the build. Also, I would highly appreciate if the winners of this contest do not distribute the builds to anybody else.
