Before you could restart the game once you entered the tavern. When you logged in again you could click Buy House button and it would take you to Windmoore without completing the quest. Not sure if it works anymore though.

This doesn't work anymore as they removed "Buy House" button.

but making it so cannot get new L1 things in game.
I still have like 5 accounts ( level 1). I just realised I created those in 2013

Would like to know the reason too. Why we shouldn't be able to create level 1 characters? As well as why gears scale from level 2 only. BTW during Rengol expansion there were items from locked crates which scaled from level 1.

Because we changed the tutorial so you would be level 2 when you entered the game.
...that and my intense fear of all things level 1

Still doesn't make any sense, also you don't map the first skill which the game "auto selects" for the character so many new players don't find out about it until they hit level 3 making what I assume making the player leveling once during the tutorial was meant to do, to introduce the leveling mechanic, completely useless

At one time, the skill did automap. Then it went back to not automapping, so maybe automapping was more confusing?
At one time, all crates and event chests gave L1 items. Maybe there was a scaling problem.
I still have L1s, mostly just because it is interesting.
