They're a keyword(s) you can attach to a post and you can search using them in the "Advanced Search" function. Say that you did a post on waffles, but thought it would also be of interest to the maple syrup lovers out there. Even though the word(s) "maple" and "syrup" don't appear anywhere in your post, if you tagged it with them, it could be found in a search. Kind of like meta tags when you build a website (not to confuse matters further).
