Upgrade flame staff from 47 to 51

Just come back to this game again
I wondering, why in auc theyre selling flame forged lv 51, but if i bought with gl coins, its only lv 47? Is it upgradeable?

There's no way to upgrade them, I believe the only ways to get the lvl 51 mythics are: -Drop from elite Underhul
-Elite Heretic chest (Chest drop from bosses in elite Underhul)
-Cryostar locks

-elite gold heretic chest shows me only banished belts
-cryostar lock shows only glintforged amuls ( and 0 arcane items )

bug? if no, there is only 1 way - loot from elite jadis
