+ Reduced Elite Talon cool-down from 15sec to 8sec.
+ Standardized the hit rate for all 2H Elite Weapon procs (now 15%).

In addition to this, talon set should have a damage increase.
Should we expect double plat offers next week? Or some platinum discount?

Agreed. I would have rather had the talon set be left at a 15 second cool down and get a damage increase instead if I had to choose. It's a tanky set even with the 15 second cooldown, but does weak damage.

Can we make the talon proc more frequent and leave the 15 sec cool down?
