+ The Blood Forge can now add up to +20 Damage per Weapon Enhancement Slot.
+ Gems can now get up to +10 Damage per Gem Enhancement Slot at the Blood Forge.
+ Standardized proc rates for Lord of Storms weaponry.
+ Reduced the stun period for electric weapon procs to 3 sec (from 5 sec).

This just set low income and F2P players at an even worse disadvantage in pvp

Theres only about 15% of pvp players left all due to the forge
