Is calling scammer someone bad behaviour or banable issue?
Probably not, but if you spam it at them, that could be harassment.

Calling someone a scammer? No, that is legel to my extent or knowledge, if you said, "You're a f***ing scammer!" then that's bannable. Calling someone a scammer is like calling someone a noob, you're calling them what they are.
As for spamming it at them, I don't think that is a permanent ban worthy reason. Vulgar language in town is a 3 day ban, well, it was for me. I think "harassment" isn't gonna get you a 1 way ticket to boot-land!

Inappropriate behavior can get you banned... And that is left to the devs to determine what that may be so it can be anything

You WERE spamming at the entire towne, "LIGHTNINGLORD is a scammer."
I even have pics of that! That is probably gonna get you a ban. Not sure if it's permanent though.
