Ultimates Charge when Idle

Ultimates can charge automatically when player is standing idle in town or at the starting area of a Map. They become ready to use in few minutes.
As per the Dev note the passive charge only occurs if the player is engaged in a fight, hence this seems to be a bug, kindly assess and fix. Ty

This should be fixed in today's update.
