Are devs only allowed to do that?
Because on the bottom, it says you may not post attachments. is that only for devs?

You can upload your pic to a photo sharing site and embed the code in your code into your post (use the little picture icon in the toolbar) and the image will be displayed.

So I can go to photo bucket and upload an image there. Also, how do I know the code I put in?

The code you want to use is the one with [IMG].
