did you get this quest after you crafted a dream weapon?
you can also buy or borrow an elysian weapon of your class and equip it in chancel town to start the quest

Right. Dream crafter AP and the story quest completion are granted at the moment you start the weapon crafting; by the way, you can cancel the craft after getting the AP if you want...
