Maybe I'm Missing Something: How to Make Treat Bags from Candy Bars?

I have this:

My craft menu says this:

When I craft, the recipe disappears, I get a Treat Bag and the Candy bars are never used...
I know because I did this already. And spent tokens to buy the Recipe.
So when are Candy Bars used to make 2018 Treat Bags? I would rather use Candy bars than 50 tokens per Treat Bag.

Its bug that display two different versions of recipe. One that use recipe itself and other that use 3 candy bars. You must have 3 candy bars in inventory to display it tho
