105 is always active throughout the day, dies off at night
I致e seen 85 been a little active but not too sure
50-80 you値l see max one game a day for 30 seconds
40-49 idk
10-39 I知 sure will always be active

Levels 20-40 are pretty active. Optimal gear can be costly though.

I was pretty much about to act like 'Level 10+ish is active? LOL,' until I browsed PvP matches on my 12 and found an almost full L17 lobby. There was only one, but seeing the majority of their kills and deaths under 500 to 1,000 tells me there are lots of new players drowned in (over priced) vanities giving low level PvP a shot.
