The shadow proc on sanguine set resets everytime I browse through my weapons or open up my character screen. I just thought it could be something to fix.

A "proc" is a special effect on an item. It's an old gamer term that dates back to MUDs; before any actual graphical massive multiplayer games existed.
So, if you have a sword that has a chance on hit to steal 50 hit points, that's called a "proc."
Likewise, if you have a particle effect with items those can also be called procs.
It's likely he's referring to a particle effect, here, but I wanted him to clarify what the actual issue was.
