Question about Normal Mishi

How do I obtain Mishi? Do i obtain it through opening crates? If so, which crates?
Is it true that the plat store sells mishi during winter?
Lastly, how much mana regen does mishi’s passive do?

arcane mishi from crates: locked crate of the crimson/burning/blood leaf (chests from last 3 elon events)
arcane mishi lvl71 regens from 180 to 270 mana per tick (random...)

heroic mishi from egg-zavier locked crate
heroic mishi lvl71 regens from 270 to 400 mana per tick
