Why can't sts control the internet?

This is the second time I received email like this.. I ignored the first one. They need to shut down sites like this... banning people is a treatment but these websites shutdown is like a cure.

I'm not sure what you expect us to do about some website soliciting you to do youtube ads for them. We do what we can to keep the gold sellers out of the game, but really that's the extent of our involvement here. Buying gold from them is clearly against our terms of service, so anyone caught doing it will be banned, despite what they say.

I was making a joke... But seriously there's nothing STS can do about this, which is somewhat concerning considering the way the email is worded.

Somebody could easily fall for this thinking it's legit and then be banned due to it being against ToS.

I read something about runescape devs suing botters/gold sellers and winning. Obviously don't need to sue them all just make an example of one and others won't risk it then.
