Is creeping rifle nerfed?

Recently I have noticed that creeping rifle is barely banishing mobs,it seems that the proc rate of banishing is reduced.
Is it really nerfed or is it just me?

Seems a lot less often to me too. Can't say 100% but I suspect something has changed.
