Can officers upgrade the guild tier or can only the guild master do it? Thanks.

I believe anyone in the guild voluntarily can:) But I'm not certain, so I'd wait until someone can varify. Guild things change so much

GM Only. A while ago I tried upgrading someone else's guild and it wouldn't let me.
