It should be opening that up, but it should open the google login page. Is it automatically closing or something?
What os version are you using?

Ok, so something specific to the phone rather than the account.
Can you try clearing your browser cache on the phone?

It may also help to deauthorize AL on your google account so it doesn't think it's cached.
https://myaccount.google.com/permissions
I'm setting up a device to check it on Pie, but that will take a while.
