Nope. NPCs are dressed that way because they looked good w the recolored Mode vanities. There r no “recolored Arbiter” pieces.

For your second question / assertion I would recommend considering the various game systems (especially Guilds) when developing your strategy to win the lb.

They are the same. Only difference is the looted ones can be traded and the ones sold for 5k credits are character-bound.
