Does the level 16 arcane chest drops still happen ? has anyone looted any , recently ?

if so , which maps do they drop ?

Yes, those still drop. Someone looted on their hardcore toon couple of months ago (there was a post about it here)
They drop on normal dead city maps, not in elites
