Yes u can buy much as u want myself used to buy 10k plat more in a day nothing ever happen. those people u saw banned is for plat farming or abuse those free offers not from buying of the stores (iTunes,google)

There were ppl who were doing the refund thing and then kept the plat.
As long as you're not doing that you should be fine.

Giving real money to developers will be welcomed with open arms! If the purchase isn't legit ie. stolen credit card or you later try to claw the money back then it's bannable.

I think your friend may be telling lies. Why would a company dedicate time money and effort to make a profitable game, then ban players that show them profits?
I remember when plat farming was common, players would buy 1700 and farm 10k then buy another 1700 hoping sts wouldn't notice or ban if they were spending some real money, but the effect on the economy was too great and they were all banned after a couple of warnings on forums.
