I think u mean the cake bandits who randomly pops up in towns? Could of killed them before the clock skill fix, now u cant.

um im not quite sure, but i believe i heard someone said they'll get fixed soon.

the cake bandits are there for loot basically, chance to get mythic weapon recipes and so on

Last I saw they are immortal. Unless there was a recent fix, then I don't know.
