Arcane belt/artifact 71

Its the arcane belt/artifact 71 procs supposed to work in ctf pvp? It give big advantage to the users of these items, give +1dex/int/str and i thought work only in pve so i think its a bug.

This will be fixed in the next update. They should not have the stacking buff in pvp zones.
