If by can't make you mean the "Create New Post" button is blacked out, you can still click it and proceed making one.
Other than that, not sure if there's a member requirement to start blogging.

before you can blog, you need to be on the forums for a bit, and you can also make albums as well.

Wasnt aware of a senior members only Blogger status, you can change your status name at any stage to Blogger right? Maybe it changed when new member 'ranks' were introduced.
