may have found a bug in Hc

sorry if this is not a bug but today i tried doing a quest in hc and it wont let me destroy the artifact.
i think its because i already destroyed it before without taking the quest.179807

It looks like this can happen if you destroyed it before getting the quest, and haven't reloaded from the db before getting to it again. I added it to our list to fix, but it should be pretty uncommon, and just zoning a few times before running it again should work around it.
