Um, yesterday I must have spent 12-18 plat on winter runs; and i get 4 pinks. This is all done onmy lvl 10 btw. All the pinks are lvl 20, so i guess that lowest scale is lvl 20. Then today in AH i see a lvl 10 pink! Whats going ooooooon!!??

It's the difficulty indicator, I think. You can't kill the boss while the difficulty indicator is red or higher level pinks will drop.

Yup i tried explaining this a few times everyone thought i was crazy :O, i only knew it from my days back in PL :p

I think you have to be level 9 or below for the drops to be L10.

The drops are scaled to the highest level in the map.
So if your level 10 and there is a level 20, the drop will be level 20.
The level of drop is indicated by the difficulty meter. You want it to be ideally white, white is level 10 drops. Yellow can be level 10, but will usually be 15. Red will always be 15 unless there is a higher level then 10 in the dungeon. The boss will stay red unless you clear the entire map. It turns yellow when some mobs are left, and white when 95% or more of the map cleared. Kinda like STS's anti rushing system.

Where is the difficulty indicator located?

It's in the circle next to their health bar.
Also referred to as "threat level".
If SL threat level works like in PL now, threat level won't even determine drop level. I haven't paid much attention to threat level at SL bosses because really, all it affects now is how much xp you'll get.
