arcane 66 bow and staff

chances to proc seem nerfed on horrific stick and dread bow
sometimes i need 5+ charged attacks to get proc on bow, before it was proc at 1st or 2nd attack
friend mage told me same about horrific stick
can it be checked please

Same goes for immortal staff too proc rate is low now
