Right now, there are very few things in the game that grants a haste buff (aka skill cooldown reduction). I really enjoy using gear that allows me to attack faster and I would like to see more of this buff utilized. Something that I think would allow this is if there was a max cap on haste. Obviously it can't be 100% because then there would be no cooldown and it would break the game. It could be 99% and cap the cooldown at 0.1 seconds, but the amount of dps you could do would be too overpowered). 90% is currently the highest amount of haste one can achieve in the game and it seems like the perfect place for haste to be capped.
A potential issue that I can see with haste is that at 90%, skills can get extremely difficult to keep up with when spamming, so I would like to see this issue addressed.
