Is pvp active and balanced?

I'm currently a retired AL pvp player. Not playing in almost 2 years because pvp is broken and dead. How's pvp in PL? What levels are active, what class is best and how balanced is pvp?

Rogue is best class and I guess lv 10-18,47-49 61-63, 67-69,71 are active but to be honest I don't think any PVP is really active and it is not balanced because i is still the rich control PVP like always also gear is too expensive for rogue which is honestly bull crap; I know reason why is because of people and that rogue is most played because they can be Tanky dps also every time I have tried any lv PVP no one is there and I have tried when I know a lot of people are on so
