Enable incoming damage for low level

Lv71 arcane gears (e.g ebon armor) use a different mechanism which is incoming damage (war and rogue).
Allow low level maps to at least do -1 health point so any proc that has "incoming" mechanism be some of use.

Not so important stuff but it could add some fun and avoid people making it think it's broken or useless.
Kraag tomb level 4 did so little and my ebon armor decided to proc. :P

pff, just make it chance to proc on dealing damage, no need change other things

Awwww I liked it, I can run through the Jurn Woods and Undim Fields dailies without bothering to kill the mobs... Since them dealing damage interrupts the torch lighting / grain harvesting / etc. action :(
