I can enter a map with a lv 2 as I am level 71. Generally the level distance thing is for events. A level 2 can not join a lv 10 in events or pvp.

But when I'm helping a lower level and we go to the next map while not in a party, we always end up in different maps; I have to scroll down the guild list to join. In my experience when there's a large gap in levels it's always been because of a player joining the other from the friend/guild list.

This is not a bug. We allow a range of players to enter most content. These rules have been in place since the beginning :-)
