seems only winter forest boss drop mint cutter and candy staff, while only toyman drop candle and duckfoot, is this true?

The bosses drop diff items, yes.
KJ: Holly Wing, Sled, Mint Berry Staff, Cutter, Cloth PJs
Toy Man: Candle Wand, Mace, Duckfoot, Cuddle Me Frost, Leather and Iron PJs
Which to farm is up to you.

my experience has been KJ drops- sleds, staff, wings
toyman drops- duckfeet, merry men, candles, pjs, and maces. Toymans a tougher fight but pays off better if yer lucky.
