as you can see, boffin was supposed to give +7 armor however it gave +6. I thought it was a map armor debuff perhaps due to it being too high or too low level in comparison to mine but turns out im the same level as the map. Therefore i can conclude that this is a bug.

Items have fractional stats, just a rounding inconsistency.

The actual applied stats are not rounded, just the places that it gets displayed. That item has 6.5 armor on it.

why does it show 7 then? 6.5 is its actual? 6 is a discrepancy and 7 is a rounded inconsistency?

Armor is set to display with 0 fractional digits. That item has 6.5 armor on it, so for display purposes it's right on the threshold of rounding between 6 and 7.
