Its not stuck, people just aren't running the necessary amount of the required maps to get the bar moving.
Everyone is focused on event :3

Give it 2-3 days, it'll open due to the people who have to do dailies in the Moegara Map.

the bar runs alone, there is no contribution from the player or the buff,not the same as forgotten citadel :)

It's advanced by killing bosses in Greensap Farm and Valley Frontier, so you need to unlock those again (by killing in Mogera Lair) to advance it.
