Yeah fully buffed by an Engineer and maxed Increase Mass, a lv41 custom com with the best gear can have around 1300 armor.

I'm almost certain armor doesnt change from regular to custom, unless there's a strength bonus for crafting.

Im engi using runetech and plat shield (razor for set bonus) and an implant that gives +80 armor. I get 933 armor with blessing i belive

My comm has L40 plat armor, and the shield/gun combo. With my armor boost skill and eng blessing, and checking at the right time, I hit 1215. I suppose if I changed out my crit amplifier for an armor one I could be a bit higher, but I kind of like a 25 crit with the ability to boost it to 75.
I guess to each his/her own. Very possible though, depends on their class and what they built for.

What's cool-down for it? That's insanely good. Except for time but if you're running out of hp you can use the buff. If fast cool-down like 5-6 seconds. It's Overpowered then.

10 secs at Max :) very useful if you know when to use it/how to tank correctly/effectively.

Plat implant.
With Increase mass I hit 1317.

That's without engineers skill too.
