it is still procs at TAKING damage, so it works in 2 steps:
1) when arc.armor procs its appearing aura at floor, but still no buffs
2) rogue should take damage 2nd time (in 3 seconds after aura appeared) to recieve buffs (and appears effect like cottonkill's shield if got buffs)
problem is that rogue has too much dodge and at many bosses its hard to take damage in 3 seconds (because their attack speed too low, for example misshappen,eleres, brood dragon, tarlok, paracelsus... really there are many bosses where proc getting wasted), in party with warrior its impossible to take damage. Proc is getting expired without giving buffs.

working as intended? was it intended to get aura without getting buffs? i think no

It's working as expected. The first effect is the indication that you can trigger the buff. I doubt we'll be changing previous expansion items further unless they're scaling up inappropriately or causing issues.

So I assume this includes Spirit Weps and Gear to? Some indication would be great cause then I will stop replying to the thread I made if nothing is going to change :).
