I’ve noticed that Arcane 76 weapons that exist currently (duggar, skratch, skull-dozer) have recently increased significantly in price. I.e : Duggar bow from 40m to 55m+. Why is this so?

No, you can call them merchants, and they are legal, because it's you who decides if you buy it or not.
