I have not noticed any significant difference in damage and hp between lvl 71 and 76 gears as when compared to 71 and 66

Because their is no significant difference, the difference are the procs.
Example: AA71 rog 100dex
Aa76 rog 105dex +25% damage proc

Do gates with a pt less than lvl 76 & see how far you get. AL punishes u for playing end game & not being the lvl...
