What is the strongest wand in the game for what level and where to find it

Well since your mage is level 28, the best wand that level is the green Wizard's Dark Wand. At level 30, it's the Dreamer's Ice Wand. At 35 Mamboza's Voodoo Fire pin is probably the best due to having 5 M/s, but the Dreamer's Mojo Wand and Dreamer's Dark Wand (which are identical) are also nice due to their proc (also at level 35 is the Dreamer's Bony Fire Pin which is decent). After that, there are no good wands until the AO2 D'jinn Wands of Thoth and Isis.

My Mage is actually level 39 I haven't had time to change my signature I'm looking for a stronger wand than dreamers dark wand once I reach level 45

IMO, the Thoth lvl 45 wand. You can farm them in the second level of AO2.
