Depends on which maps u want to farm, or what mode you play & how well geared you are, or what level.
For instance gale with debuff upgrade can be necessary for some maps like gy, or sg, to defend against stuns or bleed ect, or may be needed for hc mode. Clock (charged) with mastery can be useful there for defensive ability for the same reasons, and double so if used together with gale mastery foe max defense.

However on my endgame 76 who is well geared, I find clock to be less useful. It has a greater recharge time compared to, say, ice, and needs to be closer range. I can spam all 4 attacks quicker without the longer recharge.
It’s situational.

Clock is much easier to use than gale is. Yea it has armor buff, but it usually ends up scattering mobs and making it harder to kill groups when death engine weapons like skratch staff start to proc. If you do end up going with gale, use the push to group mobs instead of scattering them. It takes practice. I've only seen a handful of mages use gale efficiently.

Depending on your skill build to choose between gale or clock
My self I always using gale and clock together but not arcane shield.
I put the arcane shield again in valley maps only .
Gale is attacking and defending skill. Clock is for control and damage multiple targets.
If you use lightening bolt my opinion is to remove and put gale and clock.

I think it’s better to speak about just in case the player doesn’t have arcane 76lvl weapon like the most players

Im using 5 skills build with both gale and clock. Everything depends on how you play or how good your gear is, but for me clock is a must in every build i use. Charged clock (with dot upgrade) helps a lot to trigger procs, same as fireball.

About gale, i only use it in certain maps where i need the extra 50%armor or the mastery effect. I've been using gale for years, and only way i found to use it without disadvantages is when you only unlock 'protective current' upgrade. Otherwise, you'll end up messing pulls. If you only unlock that upgrade, you'll benefit from 50% extra armor on charged attack, and with some practice you can pack mobs closer between each other instead of spread them around.

How you remove debuff procs from enemies with out gale with mastery?
