it is defensive buff on rogue when you take dmg so its normal for rogues

It's trash, not worth buying if you want for pve, for PvP it procs much more

there's tons of ways to proc this in pve just step on any dmg pool or recieve DoT don't purge debuff it if you want to activate the proc (situational if you're dying you can debuff)

Try to tweak your skill build and stats for better proc of your ebon armor
Cut some points from dexterity and put them in str and intel to low your dodge and be more tank
take critical from awakening items and slot in your equipment light gems
Remove from your skills like razor shield the extra dodge buff
If your health is big will have more space to taking damage and live and your ebon armor will proc more
A balanced rogue is better (with ebon) from full damage and dexterity build.

I choose sell it,rather than reduce my dex.lol
If u are rich,u can buy 76arc armor;
If u are poor,u should sell it and buy 76 endless set better than it

Using trap to pull large amount of mobs.
Kamikaze mode when u see some range mobs let urself get hit
Stepping into red zone skill attack ( wisely choose the attack doesnt kill u instantly)

Conclusion : being a suicidal badass rogue doesnt affraid to get hit,
