It is most commonly found in Mt. Fang, but you can get a lower-level one in Nuri's Hollws. I've heard rumors that it is located in Alien Oasis III, but I would stick with Mt. Fang and the "three Emmas" walkthrough to get it.

Lol alcohol isn't a mind control device. It reduces your ability to make correct judgments after so many drinks but that's if you don't limit yourself. Know your limit and just be smart about it. That is of course if your over the legal drinking age! :p
