Frost-touched bulwark

Hello Futumsh,

can you please check Frost touched-bulwark´s proc? I think it is not dealing any damage from "icy spikes" in PvE (any map).

It seem to proc damage with very low chance. Just tried it on Hydra, 4 min of proc, only 1x damage from icy spikes. So it can be bug, that not each icy spike deal damage or it is intended.

I think at least the spikes not doing damage is fixed for the next update, but the whole setup of those things is bizarre, so no idea if it's all working as intended or not.
