It was the reward for hitting the elite lvl56 back when sewers were the endgame campaign. Since the cap is now two campaigns past, the CoP is gone and never to return. You will have a shot at the new elite vanity helm in either the next campaign or the one after.

The current endgame vanity is armor and its really nice looking. Definitely (imo) worth the effort of grinding your way to 66. New levels wont come out for a while so you definitely have time to get there.
