Atm every lvl can join normal/elite greensap/frontier/gates
It would be better if only lvl70+ can enter/join those maps (or 70+ for normal, 75+ for elite); players lower than those lvls are just leeching (or even worse).

Normal is set to require 70+ and elite is set to require 72+. We'll see what's going on.

It doesn't allow low lvls to enter town so they can't go new maps by theirself, but they can join to new maps if their friend/guildie/partymates there:

With the next update, access to Vardan Valley town is required to join these zones.

No, they're not supposed to be allowed in before being able to get to VV Town.
