Set Bonuses

I started thinking about this last night when someone asked my L21 Bear, "why aren't you sparkling?" I was equipped in a JT Crystalline bow set. So I unequipped and re-equipped an item, and I noticed no set bonus. Now that Mt Fang is out, giving set bonuses to all 3 levels of gear, shouldn't all the other campaign sets be reworked to give set bonuses for each level, and not just the top level gear?

Only fang and nuri scaled sets get bonuses, doubt it will change as i begged for this for my 51 fury a while back
