Is there a chest that you can buy that has them or what are some other options to get them besides farming?

if I recall correctly the orc king chests have them

You can also get them by opening Orc Shaman Effigies, and they drop pretty often from bosses in normal mode Ren'gol.

Gold Runner chest but its really rare to drop better farm it or just buy from auction
