Devs stated that players with the most house slots are placed on top of the list, as it is more likely for them to build something.

A better basis is 'most furniture placed' are shown on top of the list instead of 'most house slots'. This way, houses with max house slots but not occupied aren't taking up the list, that could've been filled with houses with more furnitures placed.
