mage's energize + skull dozer axe proc gives 100% haste, which shouldn't be possible
ebon armor proc + skull axe same

I'll check with Cinco - this should probably be using partial stacking like energize + ebon armor does.

With the next update, haste stacking diminishing returns should be consistent for all sources of haste (and equivalent to the current energize + ebon armor + pet haste amounts).
